→ The weapon is in the form of quarter sized bouncer ball looking objects.

BRIEFING:
→ The transmutation circle is based off an ancient circle that was passed down generation to generation. It was created by the Mizumoko family, and has never been released outside the family. It has many different circles and symbols around the outside circle. They each represent a different tribe from ancient scriptures the Mizumoko family had found. It mixes the element of water, which is inside of these balls. The other element is the ground , when the ball hits it the transmutation circle activates and mixes the ground and water together, creating a mud substance.

SPECIAL ABILITIES:
→ Kenji's special ability is actually pretty unique. He knows how to effectively use alchemy to create mud. The mud can do a vary of things, but at the moment he is not too skilled at using it.

How come the top doesn't match the bottom? The mud idea is really awesome. But you mention skinny rock piercing needles on the bottom. Which is it? Revise one of them. (I like the mud idea it's really unique)

Gotta say, making mud is an interesting concept that I haven't seen here before. Unfortunately you're trying to do way too many things at once here, especially as level one alchemy.
Briefing:
Hokay, your description of what the circle is is fine. The main issue is that it doesn't explain how. How does it pull moisture from the air, drag it along with it back to the dirt and make mud. How is the circle activated? That's important to know since alchemy isn't an on/off switch and needs a catalyst, eg. Roy snapping causes friction which makes a spark. You mention that the circle activates when it hits the ground, but that doesn't scientifically explain the how or why of it.
SImply bouncing it into the air and saying it collects the moisture in the surrounding air doesn't work. Unless it affects a decently large radius or they're in a place that's incredibly humid, there wouldn't be a lot of water with which to make mud, unlike clouds, which are all water. So if you can give some scientific backing for how it activates fully, collects water, and pulls it back down to the earth, that'd clear things up.

And here is where you're trying to do too much at once. As level one, you get one ability. That ability would only be to make mud. The function of the array is to draw water down and make mud. That said, it won't be able to make rocks, and especially not propel and shoot them in all directions. Alchemy is not mud-bending. Working on scientific exchange, water particles are being separated from the air, and more likely they would be coming down with the ball due to gravity. But in order to solidify that mud into rocks or move the mud to throw at people, you will need separate arrays for each of those abilities, especially as you would need something to actively propel and control it.
