BRIEFING:
Universal
→ Despite the knightly appearance of the armor, don't be fooled into thinking it is merely a relic of a long-lost age. With the passing of time to the modern day, this antique lookalike can stand against the trials of the modern battlefield for three reasons.
One, the plate metal is reinforced enough to at least prevent bullets from digging a straight and true path into him and is coupled with a slightly slimmed (and really experimental variation) of tactical antiballistic gear (specifically, vest). Bullets or attacks aimed at his protected self can dig through the protection, but usually not well enough to keep Hei away from shooting back or putting his fist to your face. This does not permit him to be reckless, however, as sustained fire from any automatic weapon can riddle his armor and damage him as well. But it does give him more of a bit of 'breathing room' than normal against firearm wielding opponents
Due to costs, however, not every inch of his body is thickly layered by the metal, though they are covered by some means. Well-aimed bullets or even attacks can dig their way into his joints, his neck is an open target, and his back does not have as much shielding as the front does.
Two, pseudo-stealth functions. Let's be clear, he cannot disappear. The materials needed to cause a phenomenon like that occur are simply too costly to integrate into the armor, so (thanks to budget cuts) the engineers went for the next best thing. If it can't turn invisible, then it will just be a hard to see yet visible object.
By that, the armor possesses two properties that make it difficult for one to clearly identify just what in Truth's name it is. First are metamaterials integrated in small amounts about the armor possessing negative index of refractions. If the committee had enough funds, they'd build the whole damn thing out of those metamaterials (and then some) to make it completely invisible, but since money is limited: Such is the capability of the armor to remain unseen by human eyes. No matter what, if Hei stands in someone's line of sight while there is a light source about him, they will be able to clearly see that a human figure is standing in front of them. They'd just have a hard time to identifying what it exactly looks like, considering it would seem almost blurred and faded. Just another measure to give him breathing room against opponents wielding firearms, since they might have trouble accurately aiming at him as it's diffcult to make out what he precisely appears as (though, if they aren't aiming for precision, and instead are just filling the air with bullets at his general direction, then the function is moot and he needs to dodge).
Coupling the metamaterials is a small self-contained unit that is installed upon his back, nestled between light cover and colored/shaped to blend as best it can which generates a small ... black 'fog' if you will. It's not a thick gas, and disperses easily into air meaning it can only linger a short distance away from him (and thus can dissipate easily if he's on the move). But, it billows out from the nook and crannies about his armor, blocking out light and thus truly making it difficult to see him. However, if he's at a range, that means there's now a small plume of fog which he is most likely in, thus creating a large target to fire at. As such, it's used primarily as a diversionary tactic, allowing him to backpedal from the smoke and take cover behind something while obscuring his movements if only for a moment. (From a post-by-post standpoint, the fog cannot be constantly used. It can be deployed once in a post, creating a dark fog that if left unagitated will linger for a few seconds. After that, a whole turn/bout/post must be waited before it can be used again. The source of this fog is unknown to Hei, just something the crackpot scientists made up and never bothered explaining. Hei believes it's just a small furnace, but that's him)
Third is that, despite the decreased mobility a tactical bulletproof suit would give especially when equipped with heavy pieces of armor that can withstand a certain amount of gunfire, Hei still manages to move at a quick pace. True, he's not flying about like he normally does and his movements are dulled, but given superhuman levels of endurance and strength, the protective gear does not hinder him as much as it should for an ordinary individual. He could still close short gaps in a moment's time and easily strike enemies, or even move rapidly enough to take cover instead of receiving all of the incoming attacks. But, that all depends on his level of awareness, and his situational awareness isn't quite top-notch.
Assault Gear - Ranged
→ The rotary cannon was detached from a decomissioned fighter jet, and the gun system was still in working condition. Thus it was sold on the appropriate market and changed hands all the way until it landed in Hei's. And he loves it! Problem, the gun weighs roughly 250 pounds, or sitting in nicely at 110+ kilos ... without the feed system AND the bullets. It is confirmed that the Xingman carries no more than 2000 rounds total, but since bullets are expensive as hell in Drachma he is particularly stingy with them. The burst controller is usually set to the lower end of the scale, to prevent excessive usage. (Only in extremely dire situations would he contemplate on letting loose the storm of metal, and such situations would require he be 1) outnumbered and 2) encountering heavily defended resistance)
In fact, since it's such a pain to acquire new bullets, Hei may opt to use the six-barreled cannon as a bludgeoning tool. A bludgoening tool he can heft one-handed (with strain), and swing about violently (in part due to its weight as opposed to the speed of his arms), but still. As Hei is not insane enough to heft ALL his weapons with him, he only makes use of this weapons in rare circumstances where he is expecting heavy resistance ... or if he really, really, REALLY wants something to die and doesn't mind spending his life savings for the costs (which is next to never, as money is too important to him). When wielding this gun, no other firearms will be carried with him. The dual-blades will be one of two melee weapons carried with him. Arondight, kept it is sheath and bound by his side is the other one. BUT, to use either, he must dump the gun on the ground and leave it be.
→ Amestrian Submachinegun. Incredibly wide-spread about the world, for military, law enforcement, or intelligence and security organization use. Hei does not have the standard variant. Nope. He has the shortened version, intended to be an easier to conceal and easy to carry firearm. As such, when being deployed for inconspicuous (not his speciality) infiltration, he can be found hiding one of these on his person with two thirty round magazines altogether.
However, when sent about in a combat zone, he can be found with two of them, each have three thirty round magazines devoted to them (making a grand total of six thirty round magazines, 180 bullets). Both are kept strapped or at least strung about his body by various means, but rarely will he hold the guns akimbo and also rarely will he take advantage of the high firing rate of these guns, preferring instead to set the gun to fire three-round bursts as bullets are not easy to come by. Well, not exactly, but he's just a stingy bastard and wants to conserve ammunition.
This weapon is always a staple gun he carries. If they're the only firearms he has, then he carries six magazines total. If he brings the anti-materiel rifle, he will bring one of these submachine guns with a single magazine as a backup. If both SMGs are brought, he will carry one other melee weapon with him (Brightkiller, HADES or Arondight), while the Twin Sufferings can be used in conjunction with these firearms. (Highly impractical though, so only emergency use). When bringing one SMG and the rifle, he will only bring one of the two-handed swords as his alternative melee weapon.
→ A Cretan gun, taken from the caches of an unnamed Amestrian sniper. One of the many, many caches litered about the world that only Hei knew about in the first place thanks to drunken rambling.
This rifle uses a five round detachable box magazine, and Hei will always have two magazines allowing for a total of ten shots. For the limited ammo supply is his confidence that he won't need to use all of the bullets ... and his miserly nature that prevents him from acquiring too many of these large .50 calibur bullets originally developed as cartridges for a Cretan heavy machine gun.
His knowledge of bullets is weak, but given these bullets are from the supplies of a certain Amestrian sniper, they most likely are anything but normal ammunition, no doubt tipped with some sort of specialty thingy bobber doodad amajig ... really, he needs to go ask the man what the hell he uses for his guns.
If the rifle is brought as the lone firearm, Hei will have two melee weapons besides Twin Suffering. If the rifle is brought with an SMG, then he will bring one melee weapon with Twin Suffering, specifically either of the swords.
Assault Gear - Melee
→ The Zweihander has been in Hei's arsenal since day 1. It was formerly a treasured weapon of some Drachman aristocratic family ... but after the revolution, the blade came into Hei's possession. Composition unknown, but clearly a durable steel weapon that is beginning to show the signs of wear and tear after the time Hei has put it through. It's length is approximately 180 centimeters, width of 2.5 centimeters. It's heavy enough that the common person would have trouble carrying it around, but Hei is capable of wielding it one handed (given it's length, though, it's unlikely he can put much power into his blows by doing so).
→ Upon first inpsection, when he uses these weapons, it looks like he's using a pair of tonfa! But then you realize that the tonfa are curved swords whose edges point outward from his arms ... and then you realize his hands are free and he's wielding firearms ... and then your realize that the blades look as though he were wielding two swords, and yet his hands are holding guns. That is the best explanation there is for these things. Why he had them made, no one will know. How they exactly work, only the man who made them will ever know. But they are melee weapons firmly integrated into his armor, making them rigid piece of metal that will be difficult to remove, but is capable of rotating outward to become blades ... or rotate inward to become some sort of edge to his arm's length (they're about fifty centimeters long apiece). That and his hands are open the entire time. One COULD break them off by targetting the solitary piece that connects blade and metal ... but that distance is rather small, making it a rather hard target, especially when Hei is in motion.
Trying to use firearms with these blades in conjunction, however, is rather impractical since he's more likely to damage and/or destroy either weapon. So, while he may be carrying something while using Twin Suffering, it's unlikely that that thing will be a gun and that he will be shooting it too.
→ The Halberd can also be found on his back. However, the head and point of the weapon can be removed, if need be, sometimes violently, and this reduces the pole-arm into just a pole. Altogether, unremarkable, he picked this weapon up while paying a visit to a Gelemortian museum ... and took it. Overall length of the polearm is about two meters from bottom to point. And he will beat the shit out of anyone that dares to get too close when he's using it. It's also surprisingly durable.
→ Arondight ... he does not know what it is, where it came from, or even why he was given it. But it'll certainly be used. Despite being a massive double-sided sword, this thing gives off an eerie ... brilliant light, despite its demonic appearance. The blade is colored in black and red, and the inscriptions upon the face of it also shine ominously. But, it is his weapon, and he will use it to cut down anyone. It's approximate length is about 210 centimeters. (Arondight is composed mostly of the same metamaterials as Excalibur, wielded by Sablya. This grants it insane durability as well as an incredibly sharp edge that can slice through almost all conventional objects and armor.)

Hey, so, Vi wanted me to look over parts of this for a second opinion. Since she’s preoccupied with things such as packing, she also asked I sum up my thoughts on this (an abridged version from what I gave her, so my walls of text aren’t nearly as wall-ish).
Advisment Stuff
→ Fluff: Since they’re still reverse-engineering what they grabbed from the Dietrich War, Creta doesn’t have a working prototype yet, plain and simple. This is something that I neglected to tell Ross, as I was focusing on more pressing concerns at the time. Also, possible issues with admin-approval.
→ Mechanics: This is less of a suit of power armor, and more of a mecha (akin to the “walking tank” variety).
→ Versatility: You can take people out at a mile, shoot them with considerable accuracy with a chain gun at mid- to long-range, and pump people full of lead or slice them in twain at close and melee ranges, respectively. This, obviously, is overkill. Big time.
→ Broken-ness: You’re in a walking tank, which now has significant stealth capabilities. It’d be hard to see if someone’s looking for it, and it’d be about impossible to see in an actual combat situation. Recommended action: remove it entirely.
→ Armament: Simply put, way too much. Nevermind the hindered ability to grab at everything, or the weight. I don’t think there’s enough on the thing to carry a chain gun, two two-handed swords, two MP5’s, an anti-material rifle, 8 thousand-round canisters for the chain gun, and an undisclosed amount of ammunition for the anti-materiel rifle and submachine guns. Combined with said versatility, this is completely, entirely overkill.
→ Chemicals: Unless it only induces Hei into a rage-like state, don’t expect any physical benefits. He’s in power armor. That’s what it’s for.
In short, you’re in a walking tank. Take out the increased speed and agility, as those are the costs for the armor plating. In terms of armament, limit what you’re bringing into battle. Vi says to pick only one to carry at a time, assuming you keep the armor (and if you bring the chain gun into battle, you won’t be lugging around 8000 rounds).

→ Again, understood. Kind of realize the term 'powered armor' isn't exactly what I intended nor would be fair to have as it was earlier. Also, the armor is weakened, much more so when compared to my original description of it.
→ The 'stealth' capabilities were poorly defined on my part. It was an attempt to translate the Noble Phantasms of F/0 Berserker into somewhat workable concepts. The negative I.R. metamaterials has been corrected so that it cannot grant full invisibility, it just creates patches of Hei's armor that become difficult to perceive clearly which (all together) make it difficult to cleanly identify WHO or WHAT he is, but not impossible to see WHERE he is. (Shooting him is easy to do, trying to get a bullet to specifically hit a certain area of him is not). The black fog is reduced, not permanently active, and makes Hei just as blind as his opponents will be. It's more employed to give him an opportunity to make a get-away rather than be used offensively.
→ This is a lack of description on my part. Though this whole topic is Hei's 'arsenal' I never intended for him to actually take all these weapons with him in one battle >> Appropriate descriptions of what he carries when have been added in especially for the firearms. All have mentions of a small/low burst or rate of firing, which is attributed to Hei's personality, meaning he will rarely (if ever) unleash the full automatic capabilities of the first two firearms, or even excessively use the third.
