CASE FILE: Civilian
Oh, I'm just too fake you see;
Oh, I wish I didn't have to be;
But watch out!
I've got too much soul for the world;
It's breaking my heart in two;
I've got too much soul for you;
I don't like it but it's true.

DESCRIPTION:
→ Milleise, like her brother, has rich, blue hair. She doesn’t like it to be too long, but keeping it too short is also out of the question. If she were to let it out, it would drape down to her waist. However, unlike her twin, her eyes are a calm, deep, almost mint green. These are eyes that display depth - it is said, after all, that the eyes are the window to the soul. Her skin is not too pale, but she prefers to keep out of direct sunlight, preventing her from becoming tan. She is quite small for her age, both in height and in body structure (not that it has any affect on her personality), which she occasionally uses to her advantage.
When it comes to her style of dress, there is much to be desired. Literally. She wears miniskirts, tube tops, spaghetti straps, anything small enough for her to wear without suffocating. This is partly to annoy her brother and partly to draw attention to herself. The top portion aside, she loves to wear socks that reach halfway up her thigh, and knee-high, high-heeled boots.
Without a doubt, her favorite color to wear is purple, followed closely by pink, green, and blue. Whenever she can get her hands on a new article of clothing, it will always be something that does not meet the approval of Ikki (aside from the hats, that is), especially her choice of lower body clothing.
She always finds some way to incorporate pandas into her wardrobe. Millie finds them to be absolutely lovable, and as such can often be found raiding stores for panda-related items, whether it be clothing, accessories, posters, and even plush pandas. Her favorite hat is purple with a panda printed on the side, and she hardly goes out without it.
Her manner of walking almost resembles that of a model on the cat walk, with a little less rigidity and more swagger. Her hips move about more than her brother feels comfortable with, and her shoulders roll smoothly, in an almost seductive fashion. When she speaks, there is a hint of condescension in her voice, almost as though she feels that she is above others. On the flip side, it can have a very demanding tone when she feels she isn’t being given the attention she should, or if she wants something done immediately. However, when she feels comfortable enough to truly be herself, her voice is very smooth and calm (though this is a very rare occasion).

PERSONALITY:
→ Millie is a very dynamic person. She can be one way one minute, then the polar opposite the next.
As a child, Millie was very quiet, and very nearly had an inferiority complex. She was very kind and tired to be polite and honest at all times. It was very easy to manipulate her, because she was also very gullible, and would believe even the most ridiculous things that she was told. Her honesty wasn’t the least of her problems, either, because she was much too trusting of people. To sum it up, she was a very naïve young girl. This naïveté began to wear off as she grew older, mainly due to the fact that she was very impressionable, and felt that she was being ignored by her brother (who could be very, very arrogant).
Milleise seems very condescending to 99.9% of the world. She wants things to go her way, no matter what, and beware if it doesn’t. It’s her own little world, and she’s the queen bee, so everything should revolve around her, not the little people. They aren’t as important. That’s her opinion, at least, and it becomes apparent when she speaks to others, treating them as though they don’t know anything. She takes joy in talking endlessly about how great she is, and how she feels sorry for the “lower folk”. “Pushy” would be an understatement. It’s not that she’s lying to anyone, she just puts up a wall to prevent them from getting too close because she doesn’t like feeling weak.
At this level, she doesn’t trust anyone, more because she feels they might try to gain superiority by using her than feeling that all people are untrustworthy. Unlike when she was young, she now refuses to do anything that she feels doesn’t have some benefit or she doesn’t want to do. The main reason for her arrogance is her sense of being neglected (which isn’t truly the case, she just feels that it is) due to her brother receiving a lot of attention on occasion. It’s nearly impossible to make Millie break (in terms of emotion) when she’s putting on this act of arrogance.
Despite her arrogant behavior, Millie is capable of being a good friend to those who can see through her false front as a high-and-mighty Diva. Since she’s almost always arrogant, it can take effort for her to display her friendship qualities. When she becomes a friend to someone, Milleise is as loyal as any. She is honest with them, and cares about them, but it still takes a deeper level of trust for them to really get to know her. This is partly due to her partial arrogance toward them (even though she is now friendlier). Now she considers them to be equal to her in terms of status and importance, and will go out of her way to help them or do things for them.
If someone really gets close to Millie, they will see a completely different side of her. When she’s not trying to impress anyone, or get attention, she’s a very sweet girl. In fact, when she receives attention on a more intimate level, she tries to hold onto that attention and cherishes it more than anything else in the world. When someone is this close to her, it is very likely that they will see the depressed girl that she truly is. She will still try to be strong, and does hold a slight air of arrogance, but at this level it’s clear that she craves acceptance more than the kind of attention she receives from most others.
When she’s with her brother, Milleise always acts very inappropriately. She flirts with other males, and purposely makes her attire seem shorter (or smaller) than it really is. Millie will talk about doing all sorts of inappropriate things, or she’ll bring up parts of her brother’s past that she knows will bother him to no end. It’s not that she hates him - quite the opposite - it’s that she doesn’t want him to think she’s weak-spirited, and she likes knowing that he’s concerned with what she wears and how she acts.
LOVE:
→ Pandas, panda-themed items, purple, miniskirts, tube tops, tank tops, cute things, attractive males, acting, getting her way, high-heeled boots, the after-rain smell, attention, being cute yet seductive, music, singing, shopping, talking, cake, ice cream(sorbet, rather), shaved ice, iced tea, restaurants, shopping malls, warm weather, lead acting roles,
HATE:
→ Being ignored, being alone, awkward silences, pants, staying inside, being bullied, cold weather, getting caught in the rain, perverts, nasty old men, cigarettes (and smokers), alcohol, small acting roles, being compared to others,
DEEPEST SECRET:
→ Milleise knows there's something fishy about the accident that happened to her brother and his friend, and she wants him to talk to her, but she's too afraid to bring it up because Ikki might see how weak she is on the inside.

HISTORY:
→ Milleise Notbeka. That was the name given to her by her parents, in London, when she was born. There had been an agreement, possibly weeks before the due date of the twins, that the firstborn would be named after his (or her) Aerugese grandfather, Ikki. Luckily, the first to emerge from their mother was a boy. He had blue hair, blue eyes, and had even been wrapped in a blue blanket. Heck, even the hospital room’s walls were blue. The two new parents had a feeling that the boy would be unhappy (to put it politely) with the blue hair bestowed upon him by his father.
The other part of the agreement was that the other child would have a Drachman name. Thus, Milleise was born, and in the Drachman fashion, her surname became Notbeka (as opposed to her brother, Ikki Notbek). She was also born with blue hair, but her eyes were a lovely green, which must have been a recessive gene, given that most others in her family tree certainly did not have green eyes. Even though they wouldn’t be able to tell anyone why, these lucky parents just knew that this lovely little girl would hate them no matter what.
The family moved north almost immediately, and the fragile children were bundled up thickly to prevent them from getting sick - or worse - upon the drastic change in temperature they encountered as they entered Drachma. Even though it was a rather painful separation, the children were left with a nanny as their parents - once again - left on business. They were out and about frequently.
Despite this, the twins had a fairly normal childhood. Millie would annoy her brother as retaliation for him bothering her, and with the tantrums that frequently resulted from this, it was a miracle that their nanny was able to survive through it all. She was certainly a patient one.
At first, their parents would visit every few weeks, bringing souvenirs from all around for the both of them, as well as showering them with hugs and kisses. This would suit the little girl just fine. Unfortunately, as the two grew older, the visits became drastically shorter and less frequent. Milleise certainly didn’t enjoy this decrease in parental attention, but her brother didn’t seem to mind too much, considering that he was always keeping his friend Alena company.
Once this pattern began to engrave itself into the lives of the Notbek twins, the poor girl started to undergo a painful stage in which she seemed to hop between personalities. With her parents gone most of the time and her twin brother in the company of his own friends, she was left to the company of the nanny. The other children that she knew seemed to be more or less disinterested in her (if they weren’t busy doing things with their parents or other friends).
During this time, she would constantly ask to spend time with Ikki and his friend, but was rejected each time. She felt as though he hated her for some reason, and the attitude she received from him seemed like premature arrogance. Since she was a little girl, and was young and impressionable, this attitude (very gradually) began to surface in herself.
The nanny would try to spend time with the girl by showing her how to sew, or cook, or do other things around the house, but the only thing that resulted from this was the girl’s love of pandas. She had helped her nanny create a black and white plush bear, which the girl learned was a panda. This new fascination with pandas would (almost certainly) never wear off - the nanny was sure of that.
Unlike her brother, Millie’s school days weren’t full of excitement (if you could call those semi-fight exciting). Instead, she became the go-to girl if you needed to do something, but didn’t want to do it yourself. She was guaranteed to help you, even if she didn’t know who you were. Even though this wasn’t necessarily a good thing, Millie didn’t want to be known a rough person, like Ikki. Quite the opposite - she wanted to be friends with as many other kids as possible. It didn’t quite turn out that way, though, because she ended up being used for people’s dirty work rather than befriended.
Millie wasn’t the smartest, but she tried and was able to get through school fairly well, disregarding the fact that she was everyone’s lackey. It was during school that she discovered her love of acting. The first time she’d ever even thought about it was when she attended a school play. Acting fascinated her - you could be whoever you wanted, and not worry about what anyone else though of you. That was the true charm of the art.
While her brother began to dabble in other things (she wasn’t quite sure what), the girl took it upon herself to join in on the drama club. She felt at home in this particular area, and she got to know different people there. People that genuinely liked her for who she was (not to mention her knack for acting). As time passed, and her skills grew, she began to feel that the drama club was a little too small for her.
It was now the Notbek twins’ sixteenth birthday, and, once again, Milleise was being left in the dust by her oh-so-intelligent brother, who graduated at the top of his class. The only surprise was that Ikki hadn’t been first. Their parents came home for this special occasion, bringing gifts for the both of them (but mainly for Ikki). They were giving him more attention again.
That same birthday, her oh-so-wonderful twin brother and his friend, Alena, got into a car accident on their way to… wherever is was they were headed (not that it was of particular interest to Millie). Her brother had only suffered a broken right arm and a mysteriously missing left forearm, but Alena had lost her life in that accident. When she tried to approach Ikki about it, he would snap at her, leaving the girl to cower in her room. She wanted to help. She wanted to know what happened. It didn’t seem that he wanted her to know, though, as if he was hiding something from her.
Her brother’s recovery took a while, since he had chosen to receive automail instead of the plastic alternative, but Millie gradually grew distant from him. She stopped talking to anyone altogether, instead choosing to stay cooped up in her room. At one point, she felt she’d finally had enough, and packed as much as she could carry, leaving for Amestris (with the help of the money she had saved up from her parents’ gifts).
When she got to Amestris, she traveled around, looking for odd jobs here and there to start things off. However, this life didn’t suit her, and as soon as the chance arose, she auditioned for small parts, such as for commercials and other things. It wasn’t long before a talent scout picked her up, and from there her career began to take flight. To prepare for the bright future she had envisioned, Millie decided to learn other languages. She was determined to make a name for herself, hoping that she would even be able to surpass her brother.
All the while, she kept thinking about her brother’s accident, aiming to one day learn the truth about what happened, and even what he had been doing while she had been practicing drama. If Ikki were to see her now, he would very likely be surprised to see the turn that his sister made from being the timid, easily-manipulated girl that she had been to the pushy, loud actress that she had now become.
