Well that's easy, it scrambles the nerve signals of the one cut so that they can no longer use their limbs for 2 posts:

XD Sorry, my questions were not SPECIFIC enough. I need detail, which is why I'm asking for it. I googled a neural inhibitor and it doesn't seem to be anything...specific. It basically is something that stops limbs from being able to move by messing with the signals of the mind, I see that now. But HOW? What IS it? Is it a poison, a neurotoxin, an electric shock that is in the spikes, or what? A normal spike can't accomplish that and all the picture shows me is normal blades, therefore you must explain what the normal-looking blades contain in order to paralyze a person's limbs upon contact. Make sense?
