DESCRIPTION:
→ Sai: Tall and thin but with a wiry build. Both of his arms are customized automail with wires in the fingers and blades for close quarters combat. He usually wears dark formfitting clothing and some form of black overcoat but will often change this so as to appear unassuming in public. He carries a few weapons in plain view and many more hidden in case his wire technique is beaten for any reason and maintains proficiency with these and most other weapons. One of his quirks is to crack his knuckles (regardless of the fact that they are automail). While this is merely supposed to seem as a habit he uses it as a cover to disengage the locks holding the wires in his hand. He often threatens to backhand people. While it would hurt considerably to be hit upside the head with an automail hand those who are somewhat close to him know he is actually threatening to use his wires to cut the persons head into multiple sections. When working he wears a mask with a lightning bolt design over the right eye.
→ Kugo: Kugo is slightly taller than Sai with a little more muscle but you can’t really tell unless you see them with their gear off which is very rare. He also has a modified version of Sai’s twin automail arms and uses the catalyst stings to create his golems from a distance. His mask has purple lines crossing his face and he wears the same dark clothing as Sai except it’s looser and covers him better so he won’t be noticed. When they need to confront someone or are in a place with a high risk of combat he will usually stay hidden and use ranged weapons to cover Sai or hide above everyone and use his wires to create a golem in the middle of anyone trying to attack them.

PERSONALITY:
→ Sai: Though Sai is the older of the pair he often acts like a child. He tends to be very enthusiastic about everything and he often seems stupid or unobservant. While he does try to see the bright side of things most of his antics or as Kugo describes it his blatant stupidity are fake used to lower people’s expectations of him either leading to him getting less work or making it easier to defeat people before they realize he has attacked them. Every once in a while he will start to think about his choices and whether or not what he does is right but he will usually try to keep that in the back of his head and not focus on it. He has a strong moral compass as well as being a pacifist in most cases. He tries to never get angry when someone does something to him but is quick to step in when anyone else is suffering. He thinks of himself as a protector and when he sees someone in trouble he will usually step in but when he actually gets angry it means that he is at the point where there is almost nothing that can stop him.
→ Kugo: Kugo is much quieter and more withdrawn around people. Though he is close friends with Sai they often argue and fight in spectacular events that usually get them arrested or at least destroy wherever it is they are staying at the time. He sees Sai as an annoying brother but he actually cares for him after spending such a long time either raising hell or running away from his past with him. He usually stays away from others and does not create relationships with others so Sai is one of his closest and only friends. Ironically both he and Sai believe that they owe a debt to the other and that is why they stick together. Kugo tries not to judge others and when he and Sai get a job he sees it as his duty to keep them on track and get it done. Having lived on his own doing whatever he could to survive he sometimes feels resentful that Sai lived with a family in opulence but he doesn’t hold it against him. He tries to make Sai focus and when in the few instances that Sai lost control of his temper Kugo was the only one who could talk him down and stop him from doing things he knew Sai would regret.

DEEPEST SECRET:
→ Sai: His family has connections with most countries governments and he is technically of noble birth but he wants to pursue his goals on his own merits so he deliberately hides from his family (even though he loves them and they feel the same) so he is forced to fend for himself. (Sai specifically kept Kugo away from his family while he was recovered from his automail surgery)
→ Kugo: Has death warrants in several countries as well as being a prison escapee in even more. This is why he seems so secretive and gets angry at Sai when he draws attention to them.

HISTORY:
→ Sai: As a young man he was trained by his father in multiple fighting styles and is proficient in many weapons primarily dealing with blades. His father passed on several techniques known only to his family easily put him at the rank of master. He often tries to learn new techniques and when he visits his family (yes his family is still alive not everyone needs a sad back story) he show these to his father who tests him on his proficiency. He was apprenticed to a weapon smith and moved from master to master in many countries to learn their techniques as well as train with their military when allowed. After a time he returned home to show his father what he had learned and his father taught him his family’s ultimate technique, the infinite edge. Each member teaches knows the core technique but they usually doctor it to suit their individual style of fighting. After injuring himself while learning the technique which was common he had his arms replaced with his automail and created his variation of the infinite edge which he calls Fates Thread. He had a status of a mercenary before meeting up with Kugo where he started up a trade of thieving.
→ Kugo: He grew up as an elder son to a large, common, family and left home at a young age so he would not be a burden. He often does not use his surname because it is common and he feels as if he shouldn’t as he is not part of the family unit. He worked various jobs until he worked for an alkahestrist working as a physician. The doctor began to teach Kugo his techniques and took the young boy in. Kugo however later found out that the doctor was a sadist and would try to kidnap children. Kugo killed him and went into hiding knowing that if anyone found out he would be put to death without evidence for the doctor’s crimes. He went underground and started to work with the undesirables of society. A few years and several arrests he began working with the yakuza. He began perfecting the half-learned techniques he stole from the doctor until he learned how to use alkahestry to manipulate people’s bodies both for torture and control. He left the Yakuza after some time and started to change his technique once again. He studied alchemy and began using it to create golems from various materials around him instead of using people though he still knows how.
→ Both: Sai was on a job to gather intelligence on the yakuza and during his mission he started to follow Kugo. He saw Kugo break into a family’s home and he immediately attacked him. During the fight he cut off Kugo’s arms but he found out that Kugo was trying to get them out of the house because the father was about to be taken after not paying his debt. As the broken Kugo pleaded to Sai to save the family he realized his mistake and killed the man coming and took the family to safety. He took Kugo to his family and they gave Kugo the same automail arms that Sai used. As he recovered Sai talked with him constantly much to Kugo’s annoyance but after the few months before Kugo was able to use his arms they became close friends.
→ After the crimes Kugo had committed he could not work or even live in regular society and after he blatantly went against the yakuza he would not be able to work in any crime syndicate. Sai proposed a different course of action. Later he and Kugo began working for the aristocrats of the modern society from enabling personal vendetta to breaking into foreign companies employed for industrial espionage. Eventually they began targeting people. Sai believed that the corrupt officials running the countries should be taken down a few pegs or if needed removed from office forcibly. Kugo ever the pragmatist suggested that they find the people what would want them to do this so they would get paid for what they already planned to do and in many cases show them their next target.

→ S: He channels alchemic energy into his strings turning them into the ultimate cutting edge capable of cleanly slicing through most anything. He also uses that channeling energy to control his string with prehinsile skill.
→ K: Channels his alchemic energy down his strings into various substances in order to make it into what he calls a golem. He can also control his strings as though they were prehensile and he often uses them as garrote wires even though he cannot cut like Sai.

TRIVIA:
→ If you haven’t guessed they are two people but they are often together and when they aren’t its usually a case of one is hiding or in another part of the building.
→ They very rarely split up other than for one to head into town while the other stays home.
→ Though they sound, speak, and act alike they actually have no blood relation.
→ They often switch masks in order to keep people confused as to who is who though especially when they do solo missions.
→ Sai has a Lancelot complex, and he will often take jobs Pro bono much to Kugo’s chagrin
→ Sai is a very easy going person so when he gets truly angry it means there is no doubt in anyone’s mind that you are in the wrong and you deserve to die.
→ Kugo is more reserved but he often tries to let loose when not working. He has a sadistic sense of humor sometimes and it’s up to Sai to keep him in check.
→ Between the two of them they Speak Aerugese (red), Amestrian (blue), Drachman (brown), Cerisian (Cyan), Esparian (Purple), and Xingese (Green) to various degrees of fluency. If one of them does not follow the other can fill in the blanks though they understand more than they speak and can write enough of each that they can get by. They have a working knowledge that is improving as it is a necessity in their line of work.

→ While Sai and Kugo are not inseparable they tend to stick together so much so that instead of posting the same thing from two perspectives (which would be cheating as You can post solo) I simply put them together and on the rare occasions when they separate for real (like one is in Aerugo and the other is in Drachma) it means that something serious has happened.

Well, since it seems that you've got a double-character app here, I've got a few major queries for you.

Firstly, this is effectively two characters. Because this is two characters and not one, you're going to be placing two applications into a single section. For that reason, I will grade each character separately.

Sai

Description: 184 words

Descrption: While I do understand what you're trying to bring forth, a lot of it seems to be fluff, such as:

This is a personality trait, and really has nothing major to do with appearance. It'd be good for you to change this around a little in order to give more of an insight into what he looked like. Try looking at pictures of Hei on Zerochan, and actually getting in-depth.

History: Hmm, hmm, hmm. Eurgh. Alright, the entire beginning of this history makes no real life sense. You're saying that he's effectively a Master of a ton of blade styles, and that he destroyed his own arms learning his family's ultimate technique? Is that all he did? Because that seems like what you're saying. Can you at least put a little bit of effort into making sense of this? Because if this is true, then all he knows is the blade. Add onto that the fact that no sane man can actually master as much as you say he has, and that you're effectively saying that he developed a sword technique and melded it to fit with wires. Try and get this to make a little bit more sense.

Err... Well, so where exactly is the transmutation here? All you're doing is channelling a colorless energy down a string with no actual effect intended. Because this is a Level 1 ability, it would be smartest to tone it down a bit as well. In fact, I think you'd be better off using the prehensile skill as an Alchemy, making constant transmutations to reform the strings over and over again. Though that's just me.

No. The idea of making a golem out of any substance doesn't work that way. There are very few ways of doing such a thing, and they generally take at least one transmutation. You're really going to have to rethink this Alchemy, I'm afraid.
