BRIEFING:
→ The transmutation circle that Celes invented amplifies static by making the negative electrons move faster and increasing the amount of built up electricity tenfold. It’s only opposing element is humidity and moisture, but even on the most humid of days, the transmutation circle acts in the same way and will force the negative electrons and positive protons to produce the same amount of static as it would on the driest of days.
The circle consists of four main alchemic symbols, they are: Air, Water, Lightning, and Copper. The meanings behind these symbols are their cooperation together to create the thunderstorm from Celesto. The copper comes from his staff, the air from the space that is charged with the static, the water from the air, and the lightning that is then created. Together these are surrounded by four other alchemic symbols, which are: Moon, Earth, Aqua, and Mars. The meaning behind these even Celesto can only give an educated guess. From what he figures, the Moon represents the height of the lightning, while Mars emphasizes the distance traveled between the lightning and the ground, which is seen as Earth here. Aqua, again, is the water, or in another sense, the rain that falls harder when the lightning strikes.
The circle itself is meant to be offensive in a way that is also defensive. By literally charging in, it always acts a shield to ward off further attack. Its drawback is that one false move, such as the static not being strong enough, can lead to a fatal rebound.
What Celesto has to know is the presence of enough charged protons and electrons to create enough static to produce the electrical circuit needed to mimic the cumulonimbus cloud.
→ Celesto had to figure out the exact break down of his crystals in order to construct and deconstruct them.
→ Celesto needs to know the fact that it isn't raining and how much oxygen is in the air. If it is raining, however he also has the option of using a lighter.

→ Celes must be able to understand the entire blood system within the human body so as to activate the heart and force blood to pump into muscles so it appears that a dead body is actually alive. This instantly drains his own energy as well as his access to the Dragon's Pulse, thus making it nearly impossible to animate more than five dead bodies at a time.

SPECIAL ABILITIES:
→ Celesto is able to use any form of alchemy without transmutation circles and where ever he desires (be it the air or whatnot).
→ Lightning: To initiate his alchemy, Celesto rubs his gloved hand together with his bare hand up and down in a praying position. By doing this, he is able to transfer the loose electrons into any conductors. The more he rubs his hands together, the more the electrons move and the stronger the static created (not because of the intensity of the rubbing, but because of the meeting of two different materials). When Celes wants an extremely higher intensity static, he will use his hand without the glove. In order to use his actual hand though, he must make it completely void of moistness and he does this by using precise alchemy to turn the moisture into water vapor.
Once the electric static is created, he separates his two hands and has two options:
1.) Once the electric static is created, he separates his two hands and places his left automail arm below his normal one, mimicking the ability of a cumulonimbus cloud. When his two arms touch along with his hands, the negative charge from his automail and the positive charge from his normal arm connect, forming an electrical circuit. This all happens within, at the most, a second.
Once his hands had first met in the praying position (an ability taken from his experience with 'the gate'), he had initiated the alchemic reaction. Because of this, he is able to manipulate the electric circuit and discharge the built up electricity as lightning to be directed at his opponent through his forearm. But this is not always effective since the assumption is that he cannot aim it. It was for this reason that Celesto was forced to invent a better way to direct his lightning if he was without his staff. He came up with the idea to channel the lightning through his metal arm and out of his pointer finger. He then would hold out his hand like a gun, aim it, and pull the 'trigger.' This way he was able to aim the bolt of lightning at a smaller object...like say a human.
2.) Celesto draws out his staff where it is kept folded in the sleeve of his coat. He holds the metal staff below his other arm horizontally. By doing this, he is mimicking the ability of a cumulonimbus cloud. When his two arms touch along with the staff, the negative charge from the metal and the positive charge from his normal right arm connect, forming an electrical circuit. This all happens within, at the most, a second.

Because of this, he is able to manipulate the electric circuit and discharge the built up electricity as a lightning bolt to be directed at his opponent through the top of his staff. At the top of his staff is a crystal element that Celesto invented himself with the simple use of his alchemy. By striking the earth with alchemically infused lightning, he forms razor sharp crystals capable of withstanding any voltage due to the fact that it was created from it. One of these said crystals has been placed at the top of his staff. This crystal is capable of hold a high amount of charged energy, quantifying up to five large lightning bolts. However, these bolts can be split down into small ones that jolt out all over the place. The only problem is that Celes cannot control their direction, so he must either point the staff, or shoot one at a time. Behind the crystal is a gold covering that prevents the flow of electricity, therefore, he can be sure that his own lightning will not strike him ever.
When lightning is created in general, it is common knowledge that thunder must follow. When lightning shoots through the air, it causes it to heat up five times hotter than the surface of the sun. This heat then causes the air to expand and contract, making thunder. In order to avoid blowing out his ear drums each time, Celes wears specifically made ear plugs that are barely visible and filter out sounds that are above a certain frequency (100 Hz). Sometimes he wears other visible earphones and such. Without them, a human would be sure to go deaf temporarily.
After more practice, Celesto is now able to manipulate smaller amounts of electricity and channel it throughout his body instead of through his staff. While doing this, he passed out many times before he was able to immunize himself to the electricity coursing through him. If he did the calculations correct, it acts as a shield on the surface of his skin and if he touches someone, they will be shocked with 1,300 volts of electricity--enough to render them unconscious or if not, lose the ability to move. The only downside to this is that he can only do it five times before he loses consciousness himself.
→ Ceres/Crystal Element: Celesto's alchemically infused lightning, creates a strange material when connecting with the earth. It is unknown to all but himself and those who have witnessed his alchemy when it strikes the ground. It appears in every way to be ice, but it is, in fact, the opposite. Instead of being cold, it is smoldering hot; touching it would be like reaching into a bonfire. After much studying, Celesto has broken down the compounds that make up said element. Once he acquired this knowledge, he began working on a way to utilize this element. He gained the ability to touch the crystals with his heat resistant staff or automail left arm and turn them to ash. So if he could do that, then the opposite could certainly be possible. By using various lightning strikes in all directions except at him, Celesto can raise spikes of blade-like crystals. Where the lightning strikes, within a radius of five yards, he can raise spikes of varying heights and shapes. Seeing as his lightning supply is endless, his crystal supply is also endless. And at the end of the day, all Celes would have to do in order to clean up the mess would be to tap the ground with his staff, hands, feet, or whatever to turn all crystals within a mile to ash.
→ Fire: When Celesto rubs his hands together to create static, he also creates a small spark that is enough to ignite fire, which he then controls in spirals through the oxygen in the air. He can use this to light his foes aflame, but, unlike his lightning, it will not work in the rain.
Plasma: By using this peculiar transmutation circle, Kiyoshi creates a small static from the friction of his snap before creating the spark for his flames. This static is amplified by this transmutation circle and creates a spur of electricity enough to combine with the flame. In this, he activates two transmutation circles at the same time, creating plasma. The electric jolts around inside of the flames that Kiyo wraps around them. He then, gathers the ovals of fire and lightning like bullets into the fingertips of his metal glove and they jolt straight at his enemy in a stroke of lightning-light fire. The plasma glows white and purple; the light it emits enough to temporarily blind anyone who dares to look directly at it. It can also be used as a blinding flash for a quick get-away if necessary.
→ Animating the Dead part one: After a victim is killed, it's sort of boring, you know? It's like coming home after a day at the amusement park to an empty home painted in all white. Therefore, Celes came up with a way to pump blood into the dead person's body using the energy from the dragon pulse. In order to accomplish such an excruciating feat, he must be completely focused on the dead body and able to envision the still heart beating life into the cold veins. The heart starts up, the blood rushes through, but this only works for people freshly dead and still containing enough blood to pump. In essence, the body lives while the soul has already gone.
→ Animating the Dead part two: Once the blood is pumping, the muscles should be somewhat able to function enough to unconsciously control the victim's limbs. Now, the dead are clumsy and if Celes slips up even slightly in his focus, the energy will stop flowing into the heart, and stop possessing the muscles. That's why afterward, he is usually rather disoriented himself. Also, dead bodies are klutzy and pretty much stumble around and flail if Celes isn't completely precise with each twitch of every muscle. He cannot make the dead talk, but he can make them blink, point to things, write sloppily, etc. Enough to get the message across. When he cuts off his alkahestry, the poor dead person re-dies.
