BRIEFING:
→ These glasses were gifted to Saeji Aeries by another Alchemist, Aozaki Aoko. They are designed to take the waves of all light that enter and specifically remove the red wavelength, before allowing the light to pass through unabated. Because of this, the temples of the glasses emit constant, pale red light. Saeji is also colourblind to red when wearing these glasses.

The circle is on the temples of the glasses. Saeji has no idea how to control the Alchemy, and doesn't want to.

And what does that removal do? What is the significance of the red light?

The red wavelength of light is present in any white light (normal light). Since it activates his Alchemy when present in his eyes, he has to either close them, or wear these glasses that filter the wavelength out.

But if red light is present in white light, wouldn't the reactions be the same?

White light is made up of a whole heap of different wavelengths of light, all brought into one. Red light is a single part of that spectrum, and all the glasses do is that filter that part of the spectrum out before it reaches Ace's eyes.
